He continued to collect thousands of dollars in campaign donations in the days and weeks leading up to his announcement that he plans to resign. He has no intention of returning that money to the donors. Instead, he'll use it to pay off his legal bills (and possibly throw a few bucks the way of other Republicans, but of course, that hasn't been decided yet).
